I laughed quite a bit at this lol. I'm not sure the S.Korean government would approve of this because it would be a direct impediment to their current problem, which is the immense decrease in tourism. Medical tourism is the area of their economy that is flourishing. Having people go to the airport and leave before setting foot outside of the airport would really be detrimental for their tourism industry.
